Nein. Du kannst nur diejenigen Karten aus dem Exil spielen, die vom Specter selbst ins Exil gelegt wurden. Die Karten, die über Phenax/RiP ins Exil wandern, bleiben von der zweiten Fähigkeit des Specters unberührt.

one or more cards and an ability printed on it that refers either to “the exiled cards” or to cards

Ist der RiP-Effekt nicht allerdings ein Replacementeffect? Müsste da nicht dann eigentlich gelten:

The second ability refers only to cards in the exile zone that were put there as a direct result of a replacement event caused by the first ability. See rule 614, “Replacement Effects.”
