Bisher alles nicht komplett richtig.
Für Permanents: Es wird immer gecheckt, hast du zu irgendeinem Zeitpunkt 10 Permanents, hast du City's Blessing, ABER, solltest du wieder unter 10 Permanents fallen, verliert das Permanent seinen Effekt, den das Blessing verleiht.
Das ist nicht korrekt. Steht auch genau in dem Artikel, den du verlinkt hast. Hast du einmal City's Blessing, hast du immer City's Blessing für den Rest des Spiels. Steht auf den Karten sogar drauf. Und die Bonus-Effekte fragen nur nach dem Blessing selbst, nicht nach der Anzahl der Permanents.
Beispiel: Du kontrollierst ein Permanent mit Ascend, hast 10 Permanents, dann kriegst du City's Blessing. Du kannst es nicht mehr verlieren, auch wenn du, z.B. durch ein Mass-Removal, wieder auf unter 10 Permanents fällst. Karten, die du danach spielst, und die nach dem City's Blessing fragen, sehen, dass du das Blessing hast, und verhalten sich entsprechend.

"The city's blessing is a designation that the ascend ability can give you. The city's blessing isn't a permanent or emblem, and nothing can destroy it or otherwise interact with it. It's just something true about you. It doesn't do anything by itself, but different cards will get bonuses if you have the city's blessing. For example, Dusk Charger gets a nice boost to 5/5 if you have the city's blessing.
If ascend is on a permanent, it constantly checks to see whether you control ten or more permanents. The moment you do, you get the city's blessing. This doesn't use the stack and can't be responded to. It just happens. But the permanent with ascend has to be under your control to check. If you control ten permanents, then go back to eight, and then you cast Dusk Charger as your ninth permanent, you won't get the city's blessing just yet. Ascend always looks at the current game state, not the past."
Damit ist aber lediglich gemeint, dass, wenn du eine Karte mit Ascend spielst, diese die Vergabe von City's Blessing nicht davon abhängig macht, ob du in der Vergangenheit irgendwann mal 10 Permanents (aber ohne Permanent mit Ascend) gehabt hast. Ob sie dir City's Blessing gibt, hängt nur davon ab, ob du JETZT 10 Permanents hast.
Edit: WotC ist aber auch irgendwie der Mega-Troll. Warum haben die das nicht einfach zu einem Emblem gemacht? Sowas kennen doch die meisten Spieler. Das würde keine Fragen aufwerfen und genau so funktionieren wie beabsichtigt.
