If you don't care about cosmetics, then Lvl 50 is roughly the break even point, giving you 12 booster packs for $13.32, 2500 gold for $2.75 and 800 gems at $4.64... brings it close to $20ish for the price of entry. For that level though, it's rather pointless when you can just buy that stuff outright and farm the gold for free. You really need to go further, or want all or some of the cosmetics to make it worth it.
The Mastery Pass isn't there to boost your game, it's there to add fun to it. The free path is what boosts your game with all the free booster packs.
