Der Trigger von Possibility Storm resolved auch, wenn der ursprüngliche Spell gecountert wird oder aus anderen Gründen nicht mehr auf dem Stack liegt.
Das heißt, Du hast am Schluss zwei Token.

If Possibility Storm’s ability doesn’t exile the original spell (perhaps because another Possibility Storm already exiled it), you’ll still exile cards from the top of your library until you exile a card that shares a card type with it and have the opportunity to cast that spell.

The Bird tokens are created even if the spell isn’t countered by Dovescape’s ability. This may happen because the spell can’t be countered, because it’s already been countered, or because it’s otherwise been removed from the stack by the time Dovescape’s ability resolves.

Beide Effekt machen so viel wie sie können. Keine der Fähigkeiten sagt "if you do" oder ähnliches, sondern benutzt die last known information.

Das heißt, letztendlich beeinflusst die gewählte Reihenfolge nur, ob der gecastete Spell ins Exil (durch Storm) oder den Friedhof (wenn gecountert) geht.
